Who files: Operators with new or modified emission sources
Report releases of toxic chemicals to air, water, and land. Required for facilities in certain industry sectors with 10+ employees using listed chemicals above thresholds.

National Pollutant Discharge Elimination System permit for discharging pollutants to waters of the United States. In Texas, this is administered by TCEQ as TPDES.
